Subject: [PATCH] Depend on published names of forked OpenStack clients

pbr builds install_requires from requirements.txt and silently drops
git+https:// lines, so the published python-chi metadata did not list
the blazarclient and zunclient forks. A plain `pip install python-chi`
then failed on `import chi.lease` and `import chi.container`.

Replace the git URLs with the PyPI names of the forks:
chameleon-blazarclient>=3.6.5 and chameleon-zunclient>=2025.1.1.
