Subject: [PATCH 2/2] fix deploy: migrate from archived cloudflare/pages-action
 to wrangler-action

cloudflare/pages-action was archived in Oct 2024 and the repo is no longer
resolvable, so every deploy since has failed at "Set up job" with
"Unable to resolve action `cloudflare/pages-action`, not found".

Migrates the publish step to cloudflare/wrangler-action, which is the
replacement Cloudflare points to, and updates the preview-URL output name
from `url` to `deployment-url`.
