Keep all v2 packages on the release version
When this release is merged, @0xsequence/provider, 0xsequence, and the other bumped packages become 2.3.48, but this shared runtime version remains 2.3.47 because @0xsequence/core and the rest of the linked package set were not bumped. Provider transports send this constant as clientVersion, so 2.3.48 clients will identify themselves as 2.3.47; additionally, ci:stage-release skips already-published 2.3.47 packages, contrary to the PUBLISHING.md invariant that every package is staged at one version. Include core and the remaining linked packages in the 2.3.48 release so the runtime metadata and staged package set agree.

This PR was opened by the Changesets release GitHub action. When you're ready to do a release, you can merge this and the packages will be published to npm automatically. If you're not ready to do a release yet, that's fine, whenever you add more changesets to v2, this PR will be updated.
