Bumps the go directive in go.mod from 1.27.2 to 1.27.3.

Go 1.27.3 / 1.26.10 fix CVE-2026-111943 (GO-2026-6809): crypto/x509 now rejects certificate chains that include the eight compromised eMudhra (emSign G3) intermediate CAs. Their private keys are recoverable, so anyone can issue certificates that older Go versions accept. See https://emudhra.we-have-a-problem.com/.

dev/go_build_config.sh reads GO_VERSION from the go line in go.mod, and the Dockerfiles build from golang:${GO_VERSION}, so this one change moves both the operator and metrics-exporter images onto the fixed toolchain. No code or dependency changes.

Could this also be backported in a 0.27.x patch release (e.g. 0.27.5)? The latest release, 0.27.4, was built before the fix.
