design(tokens): soften Neue borders and restore the page/card step - #14699

Tokens v2 put white cards on a white page with darker borders, so on screens that still use bordered tiles every card read as an outline. - Light: page background #F7F7F9 so cards separate by surface again; border.default (n100) #D4D4DC -> #E4E4EA. - Dark: border.default (n100) #34343C -> #2A2A31.
