pa11y and pa11y-ci aren't used. Drop them, their scripts and .gitignore entries, and the Puppeteer and Chromium they pulled into every yarn install.

Removes pa11y and pa11y-ci, which aren't used:
package.json: bothdevDependenciesand thea11y/a11y:jsonscripts.yarn.lock: regenerated withyarn remove. About 740 lines go, including Puppeteer and its bundled Chromium, soyarn installin CI is lighter. The 15 added lines are existing entries that now list fewer version ranges..gitignore: the/.pa11yci.jsonand/pa11y-report.jsonentries.Checked in a fresh copy:
yarn install --frozen-lockfile --ignore-enginessucceeds,node_moduleshas no pa11y or Puppeteer, andnpm run productionbuildspublic/css,public/jsandmix-manifest.json.After merging, #93 and #95 (Dependabot's pa11y updates) can be closed.
