Update CI actions and build with a current .NET SDK - #21

The .NET Core workflow installed SDK 3.1.301 on ubuntu-latest, where dotnet restore aborts with "No usable version of libssl was found" (3.1 needs OpenSSL 1.1, which current Ubuntu runners no longer ship). develop's last push run fails the same way. Use a supported SDK (8.0.x), which builds the netcoreapp3.1 projects as they are, and bump the deprecated actions/checkout@v2 (both workflows) and actions/setup-dotnet@v1.
