staticx publishes wheels for x86_64 only. On aarch64 it is built from its sdist, and its setup.py tags the wheel manylinux1_aarch64, a tag that does not exist for aarch64 (PEP 599). uv 0.9.16 and newer refuse to install such a wheel, so `nox -s bundle` failed on aarch64. On Linux aarch64 the bundle session now skips staticx in `uv sync`, downloads its sdist with the URL and hash from uv.lock, builds the wheel, retags it as manylinux2014_aarch64 with `wheel tags` and installs it. `wheel` is added to the bundle group for aarch64 only.
