test: Remove brittle full-help snapshots #195

tests/test_generic_hrp.py::test_cli_split_and_unknown_neutral_summary asserts the entire ms32 --help text. Harmless wording fixes in #59 require duplicating that copy in a test. Replace the snapshot with targeted checks of commands, required safety guidance, and successful help behavior. Look for other documentation-copy assertions without a behavioral purpose.

No corresponding Bails snapshot was established; do not open a duplicate there without a concrete example.
