db(reference): mirror the DOS-Me rate migrations into supabase/migrations and regenerate database.types.ts #1147
Description
M0. The reference copy in supabase/migrations stops at 20261014033000 while DOS-Me has eight later rate migrations (for example 20261018153000_rate_row_provenance.sql). Mirror them verbatim, regenerate packages/shared-data/src/database.types.ts with pnpm gen:db-types, and keep pnpm check:db-types and the hermetic E2E stack green. No DDL against any live database.
