fix(web): pages scroll sideways at 320px; the phone menu button is cut off

Found in a live audit of rate.vn (round 4) at a 320px viewport (WCAG 2.2 SC 1.4.10 Reflow).

Header (every page): brand 130px + 16px margin + icon group 143px + 38px toggle gap = 327px, but the header has 296px (320 minus 2x12 gutter). document.documentElement.scrollWidth is 346 and the hamburger is half off-screen (right edge 339px).

Product page reviews: the "Sắp xếp:" row (#review-sort-select, 240px wide) ends at 342px.

Acceptance: at 320px no page scrolls sideways and the menu toggle (with its 44px tap area) is fully inside the viewport; layouts at 360px and up are unchanged except the compact language switcher's tighter padding.
