ci(ops): merge-when-green writes a commitlint-clean squash message (#1130) - #1133
The promotion PR #1128 failed commitlint because the head of dev (69e8b84, the squash of #1127) had body and footer lines over 100 characters. GitHub's default squash message copies every commit's lines and mixes the Co-Authored-By trailers into the body. The feature PR's own commitlint run lints its head commit, not the squash commit.
Fix
When scripts/ops/merge-when-green.mjs squashes, it now sends an explicit message:
commit_title: the PR title plus (#<pr>), which promote.mjs reads back. The script refuses the PR before it waits on checks when the title is not a conventional header (type(scope)!: subject) or the header would go over 100 characters, and tells the author to shorten the title. Cutting the title instead could leave an empty or start-case subject.
commit_message: each PR commit as a list item, like GitHub's default, with every line wrapped at 100 characters. Text wraps under a list marker, and a word longer than a line is split between characters, never inside a surrogate pair. Lines holding a URL stay whole, because commitlint exempts them. Co-authored-by and Signed-off-by trailers are collected once each into a footer after a blank line. A trailer over 100 characters is left out rather than wrapped, because a wrapped trailer credits no one.
The merge fields go to gh api --input - as JSON on stdin (lib.mjsgh() takes input), so a long message never hits the Windows command line limit.
When the commits API returns fewer commits than pr.commits (it stops at 250), the script refuses the PR. If the commit list cannot be read 3 times in a row, it exits non-zero without merging.
Merge commits (PRs into main) are unchanged: commitlint ignores Merge ... messages.
Docs/Resources/RELEASE.md step 1 describes the new behavior.
Evidence
New unit tests in scripts/ops/merge-when-green.test.mjs. The key test lints the squash message for fix(shared-data): earbuds regex reads glued brands, drops over-ear tai nghe titles (#1125) #1127's commits, plus a line over 100 characters, a URL line and a long unbroken path, with the repository's commitlint.config.ts through @commitlint/cli. It passes with no warnings, and GitHub's default form of the same commits fails, so the test checks the right thing. Other tests cover title refusal, emoji splitting and long trailers.
On Windows, gh api --input - was checked against the markdown render endpoint. A 40,000-character body, newlines, ", backticks, $HOME, %PATH% and emoji all came through intact.
Review
A fresh-context reviewer and a Codex adversarial review found no P0 or P1 issues. The P2 findings are all fixed in the second commit: a title cut into an invalid header, a version-only title, a wrapped trailer, a surrogate split, the Windows argument limit, the 250-commit cap, and the retry counter. Two P3 items stay as known limits: reflowed tables lose their spacing, and commit authors without a trailer are not credited as co-authors.
…1130)
GitHub's default squash message keeps each commit's long lines and mixes
the co-author trailers into the body, so the head of dev could fail the
commitlint check of the next promotion PR (#1128). The script now
sends commit_title (the PR title with its number, cut at a word if it
would pass 100 characters) and commit_message (each commit as a list
item, wrapped at 100 characters, trailers gathered once into a footer).

Walkthrough
The merge script now builds formatted squash commit titles and bodies from PR commits, retries commit-list API errors, and supplies the formatted message to GitHub. Tests check wrapping, trailer handling, and commitlint results. Release instructions describe the squash message format and promotion check.
Changes: Squash message formatting and merge
Layer / File(s)
Summary
Format and validate squash messages scripts/ops/merge-when-green.mjs, scripts/ops/merge-when-green.test.mjs
The script wraps message lines, appends the PR number to the squash title, and collects distinct co-author and sign-off trailers in the body footer. Tests cover formatting and verify the generated message passes commitlint.
Fetch commits and create squash merge scripts/ops/merge-when-green.mjs, Docs/Resources/RELEASE.md
For squash merges, the script retrieves PR commits, retries commit-list API errors up to the existing limit, and sends the formatted title and body to GitHub. Release instructions describe the format and promotion check.
A feature PR can merge into dev with a squash message that blocks the later promotion PR. Validate the generated header or preserve its conventional prefix before merging.

Full details: Title check
Explanation
The title is specific and accurate. It names the scope (ops), the component (merge-when-green), the behavior change (a commitlint-clean squash message), and the PR number. It matches the main change in the changeset: the script now writes an explicit squash title and body that pass commitlint. The title uses Conventional Commits format.
Full details: Linked Issues check
Explanation
The changes satisfy the coding requirements in [#1130]. merge-when-green.mjs supplies an explicit squash title and body for squash merges, wraps body and footer lines to 100 characters, splits long words, and consolidates trailers. The new scripts/ops/merge-when-green.test.mjs proves that the generated message passes the repository commitlint.config.ts and that the default form fails. promote.mjs uses the normal merge path and contains no --ignore commitlint. Docs/Resources/RELEASE.md documents the changed merge behavior.

Explanation
The changes stay within [#1130]. The formatting helpers, retry handling for commit-list reads, focused tests, and release documentation directly support reliable lint-clean squash commits. No unrelated product or workflow changes are present in the reviewed diff.
Full details: Docstring Coverage
Explanation
Docstring coverage is 80.00% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 5 functions across 2 files. Full details: Description check
Explanation
The description clearly explains the problem, fix, affected behavior, tests, documentation update, and review status. It does not include the template’s Checklist or Notes sections, including explicit build, type-check, lint, test, API, affected-area, and reviewer entries. These omissions are non-critical because the description provides detailed validation evidence and remains mostly complete.

Review follow-up on PR #1133. A title that is not a conventional header or
does not fit "<title> (#n)" in 100 characters is refused before waiting,
instead of being cut into an empty or start-case subject. The merge
fields go to gh on stdin, so a long squash message is not over the
Windows command line limit. Long words split between characters, a
trailer over 100 characters is left out instead of wrapped, a PR whose
commits cannot all be listed is refused, and the commit-list retry
counter resets after a success.
