Adds optional cell-voltage and battery fan readings for any vehicle whose client supplies them. Preserves omitted telemetry, validates numeric limits, and includes the readings in history and XLSX exports. Also fixes standalone archive exports reading the wrong table.
Includes a rerunnable database migration for current and archived data. Run the migration before deploying.
Disables Hound's outdated JavaScript parser and suppresses only three existing TODO warnings. Other CodeFactor checks remain enabled.
Validation: 263 backend tests passed on Node 8.17.0 / MySQL 5.7.34.
