Chore. Upgrades the React dev dependencies.

Summary

react and react-dom move from 19.2.8 to 19.3.0. @types/react moves from 19.2.18 to 19.3.0. Those versions are the Latest values from pnpm outdated. The caret ranges stay. The peer dependency stays ^18.0.0 || ^19.0.0, which already allows 19.3.0.

Changes

• Upgrade react and react-dom from 19.2.8 to 19.3.0
• Upgrade @types/react from 19.2.18 to 19.3.0

Verification

• pnpm build && pnpm test passes on Node 22.23.3 (15 tests, build succeeded)
