Current behaviour:

Expected behaviour:
-> The mail tool slate is displayed.
-> The mail tool slate is displayed.
Opening a tool through the menu should always reveal its tool slate. When the same action produces the same result, users can learn what to expect and reliably find the tool’s navigation and options. Making this depend on whether the tool was used earlier in the session creates an invisible rule that makes the interface harder to understand.
This fix makes the user interface predictable. Same actions -> same results.
