ci(sassdoc): add release workflow that deploys the SassDoc - 22.0.x - #17894

Every release goes to angular-docs/<version>/sass, one folder per minor line, and the newest one also to sass/latest, as the AZDO pipeline did. Staging takes every release, production stable ones only. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Backport of #17891 to 22.0.x. The workflow file is the same, except that the actions are pinned to the SHAs used on 22.2.x.
22.0.x releases deploy to
angular-docs/<version>/sass, replacing the folder of their older 22.0 patch. They also go tosass/latestwhile they are the newest release. Staging gets every release; production gets stable releases only.Requires IgniteUI/igniteui-actions#74. See #17891 for the description and testing.
