feat(extensions): 提供独立读取分发并开放 Peer 分发合同 - #158

- 新增受 Peer JWT 保护的 Capture HTTP 分发及原始图文解释 - 通过组合事务提交图、标准二进制存储和材料指纹回执 - 在当前迁移头后追加 capture_receipts，Host SDK 增至 0.3.4 - 验证并发重放、冲突、删除后重放及失败回滚
- 新增 SECURITY INVOKER 原子提交函数，统一保存图、原图和幂等回执。 - 移除 Python 提交服务与 Capture UoW，保留可选读取 Resolver。 - 保留旧待办摘要，数据库计算图摘要并覆盖并发、冲突和回滚。
- 迁移不假定 authenticated 已存在，修复全新集群初始化。 - 复用现有角色配置对数据库函数统一授权，不修改已发布迁移。
- 合并候选回执 schema 并接纳 swift_bundled 参与身份 - 删除旧提交 RPC 与兼容分支，保留 main 历史迁移 - 随 Python Capture 分发交付 MIT 许可
- 读取本地文件元数据与已收入正文，不依赖原 Peer 在线 - 保留原件失效与上次成功修订语义，仅注册 Resolver
- 固定已推送的 Hub 合同提交 831e835 - 与分发实现提交分离，合并依赖 InKCre/docs#42
- Capture 使用现有图与本机待办完成恢复，不维护共享回执。 - 共享分发标识开放，实际执行能力由宿主边界校验。

汇总 Capture／本地文件的独立 Python 读取分发与共享分发协议修正，替代旧父候选 #151。Python 负责 schema／迁移交付，Mac 直接操作 PostgreSQL，不依赖 Python 执行收入。
删除未发布的 Capture 专表和 model；候选迁移仅移除分发白名单。共享参与的分发标识使用开放非空字符串，Python 加载边界仍仅执行其支持的格式。Capture 读取根中的提交 UUID／材料摘要，本地文件读取正文及 Peer 文件引用。共享资料使用既有 Block／Relation／Storage，不增加插件独立表或兼容迁移。
受影响发布项目：core-py、inkcre-ext-capture、inkcre-ext-local-files。没有改动主工作区其他任务，没有自动迁移或删除开发资料。
验证：对最新 main 重排后，foundation、类型检查、提交门禁通过；5 项读取/共享状态检查通过。机器缺少 postgres 服务端二进制，fixture 的 6 项跳过；另使用一次性 pgvector PostgreSQL 实测未知分发的持久化／启用／读回，并确认 Capture 专表不存在。Mac 实际写图与恢复及跨端读取证据来自关联任务。不能将 fixture 跳过记作通过。
人工复查结论：保留对等 Peer 与宿主真实加载边界，删除未发布的专表方案。共享合同 InKCre/docs#42 已合并，gitlink 单独提交更新；关联 InKCre/impl-swift#5、InKCre/impl-ts#164。
合并会进入仓库既有预览／发布流水线；生产 schema 交付仍由 impl-py 标准流程执行。回退应回退整个候选版本，勿把 Capture 待办清空当作回退方式。
