为 SwiftPM 候选补齐统一的格式／lint、脚本语法与测试入口及 macOS CI。检查覆盖 Host、Packages/PeerCore 与 first-party extensions；固定来源的 Vendor 保留上游格式，数据库／跨端序列化字段仅局部豁免命名规则。
这是堆叠治理 PR：直接父 PR 为 #1，base 为 feat/mac-capture-peer-review。合并目标仅为父候选分支，不会把 Capture 功能交付 main；随后 #2 继承同一治理。
验证：Swift 严格格式／lint 和脚本语法已通过，SwiftPM 的 50 项测试及 GitHub macOS CI 均已通过。格式由同一工具机械生成，不改变业务合同、依赖、签名或权限；可回退本 PR 单独撤销治理。
