release；受影响发布项目：@inkcre/ui-web（包内 README 修正带 patch Changeset）。用户确认包没有保密要求，授权准备公开分发路径；本轮没有发布授权。现有 GitHub Package 保持原状态，增加原始正式 tarball 的公开 Release 附件路径，避免重建同版本包。
pnpm release:public <精确版本>默认只读；只有显式--publish才上传。验证证据
pnpm check完整通过，包含上传边界测试、类型检查、打包消费合同和 23 Stories／129 variants 构建。pnpm check:public-package与pnpm type-check:root通过。pnpm release:public 2.3.0只读运行成功，原包 SHA-512 与 Registry／现有 lockfile 一致：fXfAro12+zzyhtjiZqfQBvyMJKVnclrm/qvHst70dnRFZekYIkE+rSfabEJ//avAvvJyVZL7kK6XewXK4PgdJg==。风险与回退
合并本 PR 到 main 可能触发公开附件发布；因此合并应纳入下一步发布审批，不能把“本轮未手动发布”理解成合并后也不会发布。 PR 保持 draft，不合并、不执行手动上传。
公开分发后不能保证撤回已下载副本。脚本遇到同名异内容附件会失败并要求人工调查，不覆盖既有产物。发布前可回退本 PR；发布后可停用后续镜像步骤，但不会自动删除公开附件。
交付影响
准备新的公开下载路径，使用现有 main workflow 的包读取与 Release 写入权限。正式上传、最终 URL 的匿名校验、消费者 override／lockfile 切换和真实 fork CI 均未执行；当前消费者仍需要原有私包授权。
