This PR adds Python 3.15 across the CI matrices and package metadata.

Note, it covers the GIL-enabled 3.15 build only: the new conda rows are pinned to the cp315 ABI the same way as the existing 3.14 rows. Free-threaded 3.15t is left for a follow-up, since conda-forge does not publish a free-threaded NumPy build for 3.15 yet.

Add Python 3.15 to the CI matrices and package metadata:
- pyproject.toml: add the 3.15 classifier and bump requires-python to <3.16
- conda-package(-cf): add 3.15 build/test rows (numpy 2.5), pinned to the
  GIL-enabled cp315 ABI like the existing 3.14 rows
- build_pip: add 3.15 rows with and without --pre
- clang smoke builds: add 3.15 and allow-prereleases in setup-python
- update the Python version lists in AGENTS.md files
conda-forge's Python 3.15 RC builds depend on the _python_rc marker
package, which is only published in conda-forge/label/python_rc. Add
that channel to every conda build/test step and setup-miniconda
'channels' input that resolves Python 3.15; setup-miniconda creates
its environment using only its own 'channels' input, so the channel
added to the later conda build/CHANNELS steps is not enough.
