feat(link): dissect the 802.11 MAC header behind radiotap, with the frame body kept Raw #2575
Follow-up from #2502, whose first slice #2509 delivered: pcapkit.protocols.link.radiotap.Radiotap decodes the fixed header and the present-flags chain, keeps the selected fields raw, and leaves the 802.11 frame from it_len onward as Raw.
Scope: dissect the IEEE 802.11 MAC header behind radiotap (IEEE 802.11 §9, MAC frame formats). That is frame control, duration/ID, the two to four address fields set by ToDS/FromDS, sequence control, and the optional QoS and HT control fields. Keep the frame body Raw for now, so per-subtype bodies are later slices.
Read the 802.11 frame-control type and subtype registries, and say whether they belong in pcapkit.const with a vendor crawler, per const-vendor-pairing.rst.
