This fixes INI-249.

Summary of changes

• Drop the temporary npm --version logs after CI printed 12.1.0
• Adopt npm 12 — pin 12.1.0 (INI-249)

Breaking Changes

Do any of the included changes break current behaviour or configuration?

NO

The action still installs the semver CLI and tags the same way. The image base moves from node:20-alpine to node:24.21.0-alpine.

How changes have been tested

• Locally, npm install -g --ignore-scripts npm@12.1.0 then semver -i minor 1.2.3 returned 1.3.0. The Docker daemon was not running, so the image itself was not built here.
• CI on the previous commit printed 12.1.0 in the action image build and in the bats job. Those npm --version lines have been removed.

• The image build has not been run locally.
