This adds a CITATION.cff file so that GitHub shows a Cite this repository button for this code.

Hi Laurent. Four problems with this PR:

  1. The PyNN article was published on 27th January 2009. The volume it appears in has a 2008 date, hence the frequent confusion, but the preferred citation year is 2009.
  2. The CITATION.cff only lists the authors of the paper, but has type "software". This is confusing, and doesn't do justice to contributors since 2009.
  3. PyNN has a Research Resource Identifier: RRID:SCR_002715. This is the preferred way to mention PyNN in a publication.
  4. We already have a codemeta.json file, which gives much the same information as in CITATION.cff. The best solution would be for GitHub to make use of this when deciding whether to show "Cite this repository". Since that probably won't happen any time soon, we need a mechanism to ensure everything stays in sync, for example a GitHub action to auto-update CITATION.cff from codemeta.json.
