What

URL_REGISTRY_IN_RESOLVE_REFERENCE_TOGGLE is turned on for staging in core/fixtures/toggles.json. Production's value is now written out as false, which is what it already resolves to.

Why

Every container start reloads core/fixtures/toggles.json (pre_startup.sh → manage.py load_fixtures). Each fixture row replaces the stored toggle, and an environment the row doesn't name falls back to the model default (False). So a toggle turned on for staging in the database goes off again at the next deploy or API restart. That happened on Oct 22: it was turned on at 10:23Z, and the 10:30Z staging deploy turned it off. The fixture is how other toggles are set per environment, as MAPPER_WAITLIST_TOGGLE is.

Effect

• Staging: reference evaluation and $resolveReference use the URL registry. Staging's global registry holds the entries seeded for the ticket's measurement.
• Dev and QA: unchanged (on).
• Production: unchanged (off).
• Tests: none read the staging column. They run as dev.

Rollback

For staging, set "staging": false here and deploy. For an immediate switch-off until the next deploy, set the toggle row's staging column to false.
