Two small fixes to the docs skills, found in a practice run on the notifications page.

Details

• identify-gaps: check the latest main of each product repo, shallow-cloned into /tmp, rather than a local checkout that may be on a feature branch. The report now names the commit it checked.
• translate: put each locale on its own branch, named after the current branch plus the locale (for example fix-alerts-es). If the English isn't on main yet, open the locale PR against the English branch. Before this, the skill said to open one PR per locale but not how to branch for it.

No other change to how the skills behave.
