Published0.3.1 does not contain reviewed merged TIFF enums/config/writer PR24 or source-text PR26; ordinary current OpenHCS exits PREMCP because those APIs are required. Source main544919 contains both merged repairs. Version-only change in existing pyproject owner0.3.1→0.3.2; no alias/wrapper/shadow distribution/runtime workaround.
