This PR updates the
System.Security.Cryptography.Xmlpackage so that it is referencing a version that isn't flagged by nuget.org as vulnerable.However, since ServiceInsight is a .NET Framework 4.8 application, the actual System.Security.Cryptography.Xml assembly that ships as part of the application contains no actual code, and is just a shim to the .NET Framework BCL (via
TypeForwardedToattributes), there is no actual vulnerability here and no need to ship a release with this update.
