Live staging test asks for 1,000 user policies per page, above the API's 500 limit #3943
The live staging test test_live_unauthenticated_users_round_trip_and_upgrade fails, and with it the push.yml deploy run for every merge to master.
Its _policy_ids helper in tests/integration/test_live_v2_policies.py lists a browser's saved policies with GET /v2/user-policies?limit=1000. The Public API caps limit at MAXIMUM_QUERY_LIMIT (500, policyengine_api/query_parameters.py), so the request gets 422 "Invalid API v2 request" where the test expects 200.
Impact
"Deploy and test staging Cloud Run candidate" fails in run 38793955936, so the staging candidate is not promoted and every production step is skipped.
The earlier run (38785854236) failed at the same job for a different reason: missing privileges for the v2 runtime role. Those have been granted on staging and production, and the signed-in lifecycle test now passes. This is the only remaining failure.
Fix
Ask for at most MAXIMUM_QUERY_LIMIT per page in _policy_ids.
