Scope
Update central-publishing-maven-plugin from 0.8.0 to 0.12.0. Version 0.12.0 removes Maven 3.10.0 repository metadata files before bundling, fixing Central validation failures reporting that bundle content has no POM.
Risk
Low. This changes only the release-profile publishing plugin version and does not change SDK runtime behavior or generated code.
