Current fleet validation

The previous head 68e7461 passed 937 root unit tests but failed the canonical-alias singleflight fixture when repository discovery returned a retryable DeadlineExceeded state. This was a shared route-admission failure; the log did not establish a rules_python compatibility failure. The branch is now updated with master through dfe8edc, including the admitted-route join repair from #4381 and the latest fixture corrections. Full CI on ac6611f remains required before merge.
