Document the channel.chat topic - #125

Add a page for channel.chat, the topic that sends chat from every platform in one format with deletes, timeouts and bans. List it on the topics overview and in the sidebar, point to it from the Chat Message page, and add a changelog entry that also covers channel.chat.message now sending each platform's data unchanged.
