Modern checks: build and test every pull request - #379

- Modern checks: on Debian 13 (Qt 6.8, what the Raspberry Pi store
computers run): build, all the tests, and the translation check for
every language. No secrets, so pull requests from forks are checked too.
- i18n.py check: a plural's singular form may leave out the number
("its item" for "its %n item(s)"), as English does; French and
Portuguese now pass.

Adds Modern checks, which runs on every pull request and every push to
main:It needs no secrets, so pull requests from forks get checked too. This pull request runs it on itself.
It also fixes the translation check, which wrongly flagged French and Portuguese: a singular form may leave out the number ("its item" for "its %n item(s)"), as the English does.
