tsc --build keeps its record of what it built (tsconfig.tsbuildinfo) outside dist/. After dist/ is deleted, it still thinks everything is built and writes nothing. pnpm build then leaves dist/ empty, so a local publish could ship an empty package. CI builds from a fresh checkout and never hits this.

The fix is tsc --build --force in build. It is the same as cli-messaging#978.

Tested: build once, delete dist/, build again. A plain tsc --build wrote 0 .js files; with this change pnpm build writes all 135.

After dist/ was deleted, it judged the project up to date and wrote nothing,
so pnpm build left dist/ empty and a local publish could ship an empty
package. --force rebuilds every time. Same fix as cli-messaging#978.
