Adds a desktop CodeJury plugin that starts reviews from PR URLs, with setup, review/resume, and saved-results skills. A new review requires a PR link; arbitrary local files and folders are not supported plugin targets. Interactive reviews show the live console URL, preserve local-only fixes in a persistent PR checkout, and disable pushes unless requested.
The standalone 0.1.1 plugin includes a pinned launcher for published CLI 0.8.2-rc.1, a local marketplace, listing assets, and a submission ZIP builder. The launcher uses an isolated cache and an absolute CLI entrypoint so another installed jury cannot shadow the selected release. Windows cache paths with spaces and ZIP resource separators are fixed. The plugin version is independent of the CLI version; this PR does not release a new CLI.

Merged current master, including the Claude Code plugin from #116. Both plugins and their tests are preserved; the Codex launcher tests live in
test/codex-plugin.test.js.
