I'm not really sure what that even is. Error is:

"InstallationError(\"Could not open requirements file: [Errno 2] No such file or directory: 'dependabot_tmp_dir/cython.in'\")" 

Maybe this is a new file and some configuration has not been updated to copy it in...?

It looks like it's a bug on dependabot side, i post the issue there: dependabot/dependabot-core#16344
Feel free to close this issue or let it open until is fixed on there
