[CI][R] Remove clang-22 install from test-r-linux-as-cran

The R_UPDATE_CLANG step in ci/scripts/r_docker_configure.sh installs clang-22 from the jammy LLVM repo (

Remove the R_UPDATE_CLANG block and its plumbing in dev/tasks/r/github.linux.cran.yml, compose.yaml and ci/docker/linux-r.dockerfile.
