According to the WHATWG SSE processing model, the last event ID is updated during the dispatch step before checking whether the data buffer is empty.
Update the SSE consumers to preserve Last-Event-ID even when no event is dispatched, and omit the Last-Event-ID request header when the value has been reset to an empty string.
