update Apache RAT 0.15 to 0.18

Adapt the build to be compatible with last Apache RAT.
It take more time than on .15 to do the task. The report.txt is much more verbose than .15 not sure we shoud keep it.

Parsing adjusted in our RatReportTask because of XML grammar changes.

Ignore 3 files in installer to avoid error because it handle GPL header.

I would say a lot a few minutes. We do two reports one txt(for human)) on xml (for report processing)
