Release infra creates new clients but doesn't add them to the meta package. Sign-In releases as a new client at 0.12.0, since every client is minor bumping and new clients take smithy-aws-core's major.minor.

This PR adds the smithy model for the AWS Sign-In service. This allows us to generate
aws-sdk-signinon the next release which enables us to create a modular AWS Login credentials provider which supports reading credentials fetch with theaws logincommand from the AWS CLI.By submitting this pull request, I confirm that you can use, modify, copy, and redistribute this contribution, under the terms of your choice.
