fix(vibenet): point account demo Specification link at Base Transactions docs

Summary

Points the "Specification" link on the vibenet Accounts demo feature card (chain.base.org/vibenet/demos/account) at the Base Transactions spec on docs.base.org (https://docs.base.org/specifications/base-transactions) instead of eip.tools/eip/8130. Base is shipping Base Transactions (EIP-8430) in Everest instead of EIP-8130, and the docs spec page shipped in base/docs#2112.
