feat(template): fold the libraries' improvements into docs.yml - #9

The same bytes as the zensical-docs pack of bedrock-python/engineering-assets: workflow_dispatch, a concurrency group so two pushes do not race onto Pages, --no-dev --group docs on uv run, and uv sync --locked. New libraries start in step with the hub.

The libraries' docs workflow now comes from the
zensical-docspack of bedrock-python/engineering-assets (#5 there). This givestemplate/.github/workflows/docs.ymlthe same bytes, so a new library starts in step with the hub:workflow_dispatch;concurrency: pagesgroup, so two quick pushes do not race onto Pages;--no-dev --group docsonuv run, so the build does not reinstall the dev group;uv sync --locked, which fails whenuv.lockis out of date.clientwright and pg-partsmith had these improvements in their own copies; every library gets them now.
