The kubebuilder Makefile in operator/ and the integration/dagger/devenv module behind `task integration:devenv` haven't been used in a while: the Taskfile covers building, testing and deploying, and `task integration:deploy-to-kind` is the supported dev environment. Drop both, along with the operator README scaffold that only documented make targets, and the docs and comments that point at them.
