fallow 3.31 flags src/app/utils/links.js as an unused file: it was added by e330bcf and never imported anywhere. Remove the file and pin the upgraded version.

fallow 3.31's dead-file analysis flags
src/app/utils/links.js: the util was added in e330bcf and has never been imported. This PR upgrades fallow from 3.22 (locked) to 3.31 and removes the dead file.Review notes
Single-file removal plus a dev-tooling version pin; no runtime change. The lockfile is regenerated for the fallow bump.
