Needs release-drafter 7.9.0: group-changes arrived in 7.8.0 and $RESOLVED_TAG in 7.9.0. 7.8.0 also made the token input default to github.token, so the GITHUB_TOKEN env is gone.

Lands #82 on master: it was stacked on #81 and merged into #81's branch after #81 had already merged, so none of it reached master. The two files are identical to #82's head.
Groups the Dependabot bumps of one dependency into a single entry with the version range and every PR number, ends each draft with a compare link built from
$RESOLVED_TAG, and declarescontents: writeandpull-requests: readon the job. Drops theGITHUB_TOKENenv, which release-drafter 7.8.0 and later ignore in favour of thetokeninput.
