feat: add a one-step format check sub-action - #518
cpp-linter/cpp-linter-action/format checks the C/C++ lines a pull request
or push changes with clang-format and fails the job when they are not
formatted. It downloads clang-format from our static binaries (checked
against the SHA-512 in index.json), needs no token, and reports error
annotations plus the suggested diff in the step summary.
The main action is unchanged.
Quick start now starts with the one-step format check, then shows the
main action for clang-tidy and reviews. Adds a docs page with inputs
and a move-over table for DoozyX and jidicula users, and a self-test
job on Linux (x64, arm64), macOS and Windows.

Walkthrough
This change adds a composite GitHub Action for C/C++ formatting checks. The action selects files and changed lines, runs a verified clang-format binary, and reports failures. Documentation describes its inputs and use. A self-test job exercises the action across platforms and formatter versions.

Summary
Action contract and usage format/action.yml, README.md, docs/format-check.md, docs/index.md, mkdocs.yml
The composite action defines configuration inputs and outputs and invokes the check script. The README and documentation site add setup instructions, action behavior, and navigation links.
Formatter setup and file selection format/check.sh
The script initializes configuration, downloads and verifies the configured clang-format binary, and selects files and optional changed-line ranges using event context and configured filters.
Results and workflow validation format/check.sh, .github/workflows/self-test.yml
The script reports formatting results through annotations, diffs, outputs, and a job summary. The workflow tests changed-line, full-file, and exclusion checks across platforms and formatter versions.
The action can miss pull-request changes, expose runner-local file contents, skip an important validation step, and misreport formatter errors as formatting failures. These issues should be resolved before merge.

Explanation
The title "feat: add a one-step format check sub-action" matches the main change. The PR adds the cpp-linter-action/format composite sub-action, which checks changed C/C++ lines with clang-format and fails the step by default. The title names the new sub-action and its purpose. It does not mention the README, docs, or the test-format job, which is expected for a short title.

…et checkout
- Skip tracked symlinks so clang-format never reads a file outside the checkout.
- On pull_request(_target), take the merge commit's first parent as the base only
when its second parent is the pull request head. A default pull_request_target
checkout (the base branch) now fails with a hint instead of passing silently.
- Self test: keep the mis-formatted demo out of the expected-pass run.
End-to-end results, using cpp-linter/cpp-linter-action/format@claude/project-thread-np880h from cpp-linter/test-cpp-linter-action (draft PR #66, now closed):
pull_request run (41205704534) and push run (41205670547) on Linux, macOS and Windows. Each run gives exactly one annotation, at src/demo.hpp:44 (the newly added badly spaced line). The existing mis-formatted lines are not flagged, checks-failed=1, and the step takes under 1 s on Linux and about 2.3 s on Windows.
Self test on 589c7c4: all test-format jobs pass (ubuntu x64/arm64, macOS and Windows with 21, plus ubuntu with 12 and 23).
589c7c4 also covers the review points: tracked symlinks are skipped. On pull_request(_target), the base is taken from the merge commit only when its second parent is the PR head. A default pull_request_target checkout of the base branch now fails with a hint instead of passing. The expected-pass self-test step ignores the demo.

Count only files with formatting violations.
format/check.sh increments failed for every nonzero clang-format execution before checking for [-Wclang-format-violations]. Configuration and unreadable-file errors therefore produce checks-failed=1 even when no file has a style issue. This contradicts the output contract in format/action.yml and docs/format-check.md, and can make callers report formatting failures incorrectly. Keep execution errors on a separate failure path while incrementing failed only for style violations.

Update the clang-format failure handling so `failed` and `failed_files` are
updated only when `violations` contains `[-Wclang-format-violations]`. Keep
configuration and file-access errors on a separate execution-error path, and
preserve a nonzero overall exit status when either style violations or execution
errors occur.

clang-format errors such as a broken .clang-format still fail the step, but are
reported on their own and no longer counted as files that need formatting.
