fix: install clang-format with the hook environment - #311
Follows #310 (per-version install directories). Not a breaking change.
What changes
One way to choose a version: --version. Without it, the hooks use the newest wheel on PyPI; with it, they use exactly that version (21 = newest 21.x, 21.1.8 = that release). rev does not pick a clang version.
clang-format becomes an unpinned dependency. pre-commit installs the newest clang-format wheel when it creates the hook environment, instead of the hook installing it at run time, so an unpinned clang-format hook runs offline (including on pre-commit.ci). It stays the same until pre-commit rebuilds the environment (a new rev or pre-commit clean).
clang-tidy is unchanged: without --version, the hook installs the newest clang-tidy wheel the first time it runs (45.6 MB, so users who run only clang-format do not download it).
clang-tidy 22+ with no checks configured printed Error: no checks enabled. plus about 150 lines of help. The hook now prints a short hint on how to enable checks (.clang-tidy or --checks).
Docs
Quick start and the CMake/Meson examples no longer set a version.
"Clang tool version" teaches only --version. additional_dependencies is mentioned once, in "Without network access", for pre-commit.ci and blocked pypi.org, because --version installs at run time. It still works for existing configurations.
Comparison table: "Specify tool version" is --version.
clang-tidy section notes that clang-tidy 22+ needs checks configured.
Testing
384 tests pass, coverage 100%, pre-commit clean.
End to end with real pre-commit against this branch:
no version: the new hook environment contains clang-format 23.1.3 and the hook uses it;
--version=20: installs 20.1.8 once, later runs reuse it;
clang-tidy without a version: installs 23.1.3 on the first run (2.0 s), then 0.28 s; with no checks configured it prints the new hint.
Summary by CodeRabbit
New Features
Hook environments now select the newest available clang-format version by default. clang-tidy selects its newest version on first run and reuses it until the environment is rebuilt; you can choose a major version or exact release.
When clang-tidy has no checks enabled, its error output now includes guidance for configuring checks.
Documentation
Updated setup examples and clarified version selection, offline installation, and clang-tidy 22+ check requirements.

Walkthrough
The project changes clang tool version selection and documents installation behavior. The clang-tidy hook now handles the no-checks error with a configuration hint. The README and CMake and Meson examples update their hook revision to v1.8.1.

Summary
Tool version selection README.md, pyproject.toml, examples/*/README.md
The project adds an unpinned clang-format dependency. The README describes default and explicit version selection, offline installation, and version reuse. The example configurations remove pinned tool dependencies and update the hook revision.
When clang-tidy reports that no checks are enabled, the hook returns failure, removes duplicate error lines from combined output, and appends a configuration hint. Tests cover verbose, non-verbose, and parallel runs. The README notes the configuration requirement for clang-tidy 22 and newer.
The CMake and Meson example workflows fail for projects without a .clang-tidy file. Configure checks in both examples before merging.

Explanation
The title "fix: install clang-format with the hook environment" names the primary change: clang-format is now installed with the hook environment so an unpinned hook can run offline. The raw summary and PR objectives confirm this is the main intent, though the changeset also covers clang-tidy no-checks hint handling and documentation updates that the title does not mention. The title is specific and concise, so it passes.

clang-format is now an unpinned dependency, so pre-commit installs the
newest clang-format wheel when it creates the hook environment and the
hook runs offline from then on. `additional_dependencies` and
`--version` still pin a version, as before.
clang-tidy 22+ enables no checks by default and printed its whole help
text; the hook now prints a short hint on how to enable checks.

feat: install clang-format with the hook environment

System calls cannot be simulated consistently and are left out of the measure. The reported value understates the real cost. Switch to the Walltime instrument to measure them.
Some benchmarks with significant performance changes were compared across different runner types, so the changes might not come from the code. Run base and head on the same runner type, or use CodSpeed Macro Runners for more stable results.
With --jobs or line-filter batches, one run that printed "Error: no
checks enabled." replaced the whole output with the hint, so a
sub-directory .clang-tidy with `Checks: '-*'` hid every other file's
warnings. Each run now keeps only the error line instead of the help
text, and the hint is added once after the other runs' output. The
hint also covers `Checks: '-*'`.
Docs: the Quick start says clang-tidy 22+ needs a .clang-tidy file, and
"Without network access" says unpinned clang-tidy also installs on its
first run.

- Line 10: Configure clang-tidy checks in both project examples so `pre-commit
run --all-files` works without relying on an existing `.clang-tidy` file. Add
`--checks` to each example’s hook configuration, or make creating a
`.clang-tidy` file with enabled checks an explicit setup step.
