chore: update python packaging CI - #526

## Summary now builds regular and free-threaded future-compatible wheels: - `abi3` wheels target python 3.10 as minimum supported python. - `abi3t` wheels target python 3.15t as minimum supported free-threaded python. To do this I removed the hard-coded Cargo feature for `pyo3/abi3-py310`. The Cargo feature is now passed in from the CI workflow based on the variant of python being targeted.
