Required by:
Bump the actions runner from 2.313.0 to 2.338.2. GitHub no longer accepts registrations from runners this old, so the EC2 runner timed out at startup and broke the Dooplugins and DfTasks E2E tests. Also switch the action from node20 to node24 to clear the deprecation warning.
