• If the actions require permissions, you'll need to put them in. Looks like I lost some access here.
• Adding a minimal contributions file.
• Removing the old workflow for building the primary code-supplying apps.

Probably as a separate matter, do you want to activate Dependabot? If so, can it be configured to just run on the whole repo without changing the repo's folder layout? The text of various Blazor articles has particular language explaining how to get to the right sample version given this repo layout. If Dependabot can run on this as-is, it's best for not creating work on the docs side of things.

UPDATE: Confirmed! I've lost some of my access here, so you'll need to add the permissions ...
