Summary

Install macOS native qualification prerequisites with standard Homebrew php@8.4 and composer formulas, under a ten-minute step timeout with automatic updates and cleanup disabled. Select the installed PHP 8.4 binary for subsequent steps. Keep the existing version/extension guard, separate bounded dependency installation, and all six actual native signal cases.

The native compiler pins, package source/tag and Linux/Windows paths are unchanged. Refs #39, #42 and #44.

Evidence and qualification

Run 38104753409 passes both Linux native builds and their six actual signal cases. Mac fails immediately at command -v php, before a native smoke or signal pass can be claimed. The exact runner is macos-14-arm64/20260831.0302, whose official inventory omits PHP and Composer. The earlier generic macOS inventory described a different architecture.

The standard PHP 8.4 and Composer formulas provide these external test prerequisites. Their actual paths, versions and required extensions remain checked in the job. This replaces the stalled custom-tap setup path. It does not establish its underlying cause.

Run normal checks, then qualify unchanged source 2e0fd758126a24651b274c3a60735ce0a8745b43 through the reviewed main release control. No published tag or asset is changed by this PR. Mac smoke and all six signal cases remain mandatory.
